A Prefeitura do Rio de Janeiro, por meio da Secretaria Municipal de Cultura, publica, na próxima terça-feira (18/05), o edital “Cultura do carnaval carioca”, que disponibilizará R$ 3 milhões para grupos representativos da cultura do carnaval carioca. As inscrições começam no mesmo dia, às 9h, e poderão ser realizadas até 1º de julho, no site rio.rj.gov.br/web/smc.

“Na elaboração do edital, fizemos consulta pública, dialogamos com o Conselho Municipal de Cultura, especialistas e associações. Esse incentivo cumpre um papel tanto de fomento aos representantes da cultura carnavalesca, como uma forma de reparo pelo impacto da pandemia que atingiu os grupos responsáveis pela consolidação do carnaval de rua carioca”, destaca o secretário de Cultura, Marcus Faustini.

O incentivo destinará o recurso para 125 grupos que representam a cultura do carnaval de rua do Rio de Janeiro. Podem participar do edital blocos, bandas, bailes, turmas, fanfarras, cordões, cortejos e outros grupos e manifestações que se enquadrem nas exigências estabelecidas. A inscrição pode ser feita por pessoa física (representante do grupo, desde que se comprometa a repassar para os demais integrantes o valor), pessoas jurídicas com e sem fins lucrativos e MEIs.

O edital também tem como objetivo estimular a criação de produtos e conteúdos inéditos pelos grupos carnavalescos.

“O carnaval está no DNA de nossa identidade cultural, além de ser um forte ativo da economia da cidade. Esse edital é de reconhecimento e apoio num momento tão difícil”, ressalta Faustini.

As inscrições e o processo seletivo correrão de acordo com três linhas: Origens, Som e Estética.

Origens: Um vídeo com perfil de mini-documentário sobre a história do grupo ou um projeto de registro de memória. Serão contemplados 50 grupos com o valor de R$ 30 mil, cada.

Som: Uma composição ou arranjo inédito. Serão premiados 40 grupos com o valor de R$ 20 mil, cada.

Estética: Os grupos deverão confeccionar uma fantasia ou adereço original. Serão premiados 35 grupos com o valor de R$ 20 mil, cada.

Territorialização e desconcentração de recursos

Os projetos serão selecionados garantindo a descentralização do investimento para todas as áreas da cidade. Na seleção, serão valorizadas as propostas que se comprometerem em repartir o recurso entre o maior número de pessoas.

A Comissão de Avaliação será composta por representantes da sociedade civil e profissionais que atuam no âmbito do carnaval, da cultura popular, dos direitos humanos, da democracia e da diversidade cultural.
