As escolas de samba mirim são tradicionais berços do samba no Rio de Janeiro. Grande parte dos componentes de agremiações são formados por elas. Em sua maioria são ligadas a uma “escola-mãe” e promovem atividades sociais com crianças e jovens, na imersão ao mundo do samba e com o propósito de inclusão social.
As escolas contam como principal fonte de renda as subvenções da Prefeitura do Rio, através da Riotour, a empresa de turismo do município do Rio de Janeiro. Mas para o Carnaval 2020 o orçamento ainda não chegou, inclusive, está sem previsão de repasse, como conta Edson Marinho, presidente da Associação das Escolas de Samba Mirim do Rio de Janeiro (AESM-Rio).
“Já separamos a documentação exigida para a assinatura do contrato com a Riotour e até agora não temos algo definido. Estamos sem planos caso fiquemos sem a verba, visto que não possuímos receita. Praticamente 90% do nosso orçamento vem do apoio da prefeitura. Grande parte do que arrecadamos é doado, já que não é cobrada taxa para a participação das crianças. Com isso, temos uma preocupação muito grande com o carnaval delas”.
Os desfiles acontecem no Sambódromo na terça-feira de carnaval. Participam em média 20 escolas, que nos últimos dez anos, contemplaram 40 mil crianças. Com os cortes no orçamento e os atrasos, o contingente foi reduzido para 18 mil crianças, menos da metade do que tradicionalmente as escolas poderiam oferecer.
A importância de projetos como esse em comunidades com vulnerabilidade social é destacada por Edson como um meio para a inclusão, não somente no samba mas para o auxílio na formação de cidadãos.
“Com tudo isso acontecendo ficamos impossibilitados de ter um contingente maior de crianças, que na grande parte são de comunidades carentes. Para desfilar tem que estar estudando, assim, nós utilizamos o samba como uma ferramenta de incentivo a estarem matriculadas na escola. Aquelas que já estão estudando são incentivada a passar de ano. A nossa preocupação não é só formar sambistas mas sim cidadãos”, comentou Edson Marinho.
Segundo Edson, nenhuma escola ainda se posicionou se irá ou não cancelar o desfile, visto que com a falta do recurso muitas delas podem até não ter como desfilar. Essa semana ocorrerá uma reunião entre seus representantes para deliberar sobre a situação.
“Trabalhos muito com reciclagem, e estamos apostando nisso para conseguir finalizar as fantasias e os adereços. O que esperamos mesmo é a boa vontade do prefeito na liberação dessa verba para que o carnaval das crianças aconteça” afirma Edson.
